So if I use the yml file on my windows 10 (64bit) laptop, then theoretically the yml will be able to fetch python 3.6 and the other older package versions?

It should work on windows. I also have two meta nodes with Conda Environment Propagation for Keras and TensorFlow for Windows. I have not tested them for some time though.
