problem with starting KNIME version 3.1.2

My colleague and I are finding a problem with starting 3.1.2, where it does not start but reports a message to check the log file. The log file shows a couple of time out messages, and then a framework error. I presume there is something about the java setting? or something about our machine setup? 

The earlier version (3.1.1) of the application was working. Is there some other configuration setup we need to set to avoid this issue? We find that a combination of continually trying to restart KNIME or reboot the machine, or reinstall the package may resolve the issue.

This looks like the same problem as in
