There’s not much we can do with just a cropped screenshot.
What variables are you expecting to see?
How did you create them?
Do you know that they were in fact created?
Here in merge variables , I have flow variables which I want to use in ruleset editor but ruleset editor doesn’t show flow variable list.

We have a ticket to update the Ruleset Editor to support flow variables (AP-6902), but as of right now it does not. Sorry for the trouble!
