Is there any way to fix the TimeZone to "Use local" in KNIME preferences ?

Are you referring to the setting you find in the DB reader/writer nodes? This is on a per-node basis.
We'll soon be working on improved data time handling and this option should then be deprecated as the data type would support timezones then (or not --- it depends on what you need)
