Filter rows with the Row Filter node and filter columns with the Column Filter node

Shouldn’t the “Never married and age is between 20 and 40” node filter out rows which are AT THE SAME TIME “never-married” and between 20 and 40?
This way they just filter out all never-married, then all between 20 and 40.
How is the former done?
