Add option to enforce encoding when writing files

Hi,

I frequently am dealing with data from various platforms. When Knime on Windows processes them and writes the data, it uses the OS default windows-1252.

Complementary to the setting “New text file line delimiter” I’d like to suggest an equivalent option for the encoding.

Any writer node might also be extended by the option “Knime Setting” to manage that globally.

Benefit would be a muich more consistent and relaible data handling.
