Conditional Formatting - Based on another cell value

I would like to be able to highlight the rows in the columns Q1 2021 - Q4 2022 based upon the value in the “format” column.

For instance if there is a “Y” value I would like for those cells to be green.

Is this possible?

this is not possible. However there is ticket in system and will note your request there. (Internal reference: AP-5485)
