I have some questions regarding the basic licensing of the Hub. Does this type of license allow interaction with the REST API? In the document outlining the differences between licenses, it is mentioned that this one only allows users and not consumers. So, is it possible to manage the REST API with a user, or is it not allowed under this license?

Yes, even the Basic Business Hub license allows the use of REST API - for users.
It is only not allowed for consumers, but there are only users in a Basic Business Hub anyway. If this is a bit confusing, please find more information in our Admin Guide.
